I asked him out to dinner. We had great conversations. He paid and walked me to my car. Asked me to let him know when I want a second date. Told him I would and that I’d pay next time. About 45 min later he texted to make sure I got home safe and that he had fun and enjoyed getting to know me. I responded back I did too and told him Im looking forward to next time and that he can choose when and where. It’s been 3 days but no response yet…

He did tell you to let him know. If you haven’t heard from him, why don’t you text him with a time and place? He probably wants some investment from you in setting up date 2 so he knows he isn’t wasting time with someone who won’t reciprocate.
I mean it sounds he already accepted a second date, he just told you to tell him when you are free. You could hit him up saying that this weekend you are free and see how it goes.
