There's a bit of context to this question so I'll lay it out here first. The hospital I work at has a staff car park where I used to be able to park but a while ago they changed the rules about parking there and as such I'm no longer allowed a parking permit there so I can't get in.

This meant that myself and other members of staff had to start parking on streets nearby. For most of the time this has been fine however yesterday I came back to my car and someone had put a note on my windshield saying that hospital staff and visitors are not supposed to park on streets near the hospital.

There are no parking restrictions in this area like double yellow lines or time restrictions and I have never blocked anyone's drive or the road itself.

Just wondering what the etiquette is supposed to be regarding parking when it's a public road with no restrictions.
