Hello, I have on many occasions watched a man at my local pub drink several pints (tonight, 6) and drive approximately 2 miles home. He has done this most nights a week for so many months (that I have witnessed) I have tried to call 101 (non emergency line) but they are not accepting calls. He has not driven yet, but I know he will drive. Can I call 999 about this?
