I understand it’s New Years, but are the police really allowed to just let people set fireworks off in the middle of a residental road? (Loud video)

I think I'm more bothered that that 2 police cars drive past and just avoid the explosions. This was happening at both sides of the street and the street was not blocked off and started at 8pm. I understand that it's NYE but surely this isn't safe for anyone
