I am a student who has recently moved into a new flat. I am sharing it with another student who has taken out a mortgage on this flat, and am paying for half of their mortgage as my rent.

We are filling out our student council tax exemptions, and there are a few things which I am unsure about. I assume that I will be submitting out a Full Exemption as opposed to Express. If so, the way that some of the questions on the Full Application form are written seem to indicate that it should be filled out by the property owner. Should we both submit council tax exemptions or should it just be my flatmate?

(Also, it's probably worth mentioning that it's Glasgow City Council that we will be paying tax to, different councils might have different systems)

  1. Back in my day it was the university, they sent a list of students to the local council. The resident fills out the form, not the owner.

    You don’t technically have to do anything. Council tax doesn’t apply to you, and there is no obligation to inform the council.

  2. Your flatmate should apply for a full exemption (if people aren’t already sharing data to that effect).

  3. You both need to submit an exemption.

    You are both separate occupants in the eyes of the council.

    You’ll weirdly then get a joint council tax bill showing £0 due.
