Getting random calls from a +44 21… number since arriving in London, is this a scammer?

I came to London yesterday and since then I’ve had two short calls from a +44 21… number. It rings for 3–4 seconds then hangs up. I called back once but no one answered.

Never happened before I came here. Is this some UK thing or just a scam/spam call?

I looked it up and it seems +44 21 isn’t even a real UK area code
