Why are there so many barber shops in inner cities and how do they continue to remain successful?

My city has so many of these barber ships that they will have barber shops across the street from one another and they always seem to have people in them. How do these businesses remain afloat? Why is there such a need for so many barber shops to the point where they out number traditional gender neutral hair salons?
