To me I think it is A Touch Of Frost, with the exception of David Jason being too small to have been a police officer, when he had originally started (a senior officer in the 90’s would have had to have started by the late 60’s early 70’s and there were height restrictions).

Frost in his own way is actually quite an unpleasant character and a lot of the cases he deals with are quite petty (anti-social youths, shoplifting rings etc), there are times when his self destructive streak takes over and he is a bit of a lowlife at times.

Mullet is a very believable upper management wanker as a person who can’t do his own job properly yet aspires to more.

To me it is far more plausible than something like Luther or Sherlock.
