As the title says, I've been to Lidl, parked for 1h42, forgot to buy some stuff, went back after 10 minutes and stayed for another 20 min. Can I appeal?

Edit: actually, I just checked and, in reality, I went to the gym and then came back to Lidl. I have receipts and the history check from pure gym
Edit2: sorry, I think I wasn't particularly clear about the whole scenario. It's been a long day and my brain is sleepy. I'll try to explain better.
What happened is that my local Pure Gym and Lidl share the parking space (they're both in the same building). Both services offer 3h free parking time.
After reading some of the answers here, I realised I didn't go twice to Lidl, but actually went to the Gym, stayed there for around 1h30, and left. On my way home, I realised I needed to do some shopping, so I turned back and returned to Lidl. i re-entered the shared parking space again around 10 minutes after I left. I spent around 15min at Lidl, went back to my car and went home.
The parking penalty is due to a 60 minutes no return policy, however I found it to be quite unfair, as I was legitimately using both services that share that parking space (and yes, the parking lot is for both of them).
I hope now it makes more sense. Sorry if I wasn't clear before.
