If P,R became a state would it be reasonable for the locals to expect mainland American migrants moving there to learn Spanish in order to assimilate and integrate?

Not trying to ask this question in bad faith but I’m kind of curious if Puerto Rico became the 51st state would Americans moving there feel incentive enough to learn Spanish there? Or would many of you moving there strongly feel it’s on the burden of the locals to linguistically assimilate?
