Why do dodgy looking corner shop and barber owners always stand outside their shops?

I’ve noticed this a lot recently, most dodgy looking corner shops and barbers have owners or employees that stand outside on the street or in their doorway then walk back inside to serve you.

What are they doing – looking out for police etc?
