Does your country have used car data publicly available?

If you know registry plate number and/or VIN code, then in Estonia there is state registry data about car available here https://eteenindus.mnt.ee/public/soidukTaustakontroll.jsf?lang=en

How is it in other countries, are you able to use the registry plate number or vin to find technical info, or at least the make and the module?
