In a lot of states yearly inspection for vehicles is not required, so in case of accident how it determined whose fault it was? For example you are driving and someone is coming from a side street and you get into collision if it is determined you could have slowed down if you had good brakes but you didn't it is your fault, even if you are not trained to determine if your brakes are in good working order? In for as i know in all of Europe suspension, steerin and breaking is number one priority in annual inspection and if any of those is found to be bad after the accident that could be prevented is blamed on the shop doing annual checkup, depending on the severity of accident fines, loss of licence and prison time.
