What does “make yourself at home” and “take what you like from the fridge” mean?

Some Americans when hosting take a very open generous approach: "make yourself at home" and "help yourself to anything in the fridge"

Fridge: does it mean "take a can of coke," or license prowling around (say, making yourself a sandwich?) What about alcohol? THC bevs / edibles?
What limits on "make yourself at home?" Turn on the TV, for example? Video games?

I admire the spirit of generousity. But what are the unspoken limits?
