Are people hanging dog sh*t from their rear wipers?

Twice in the past fortnight I’ve seen what appears to be bags of dog sh-t hanging from the rear wipers of cars. Is this something I’ve somehow managed to miss during my 39 years on earth? Is it a new trend? Is it not dog sh-t?
