Is 5 and a half years of being a couple and not seeing any progress a waste of time?

Both divorced in our early fifties with kids from our previous marriage. Over 5 years of being together.. lots of vacations, gifts and sweet words but no sign of moving in together, blending families or getting engaged and married.
