When a rain storm comes do your police have to get all the homeless out of the empty rivers?

Here in LA our rivers are seasonal so they dry up during the summer and get refilled during the winter. Because of this the local homeless will secretly climb into the empty channels and make camp. However when a rain storm comes we always have to helicopter rescue them from the channels once the river actually turns into a river again
