Do we pay customs fees on the RRP of a USED item or on the agreed private sale price?

Bit of a miscellaneous question here but suppose I were to buy a “used” item from abroad, upon arrival in the UK, would I pay customs fees on the RRP of this item or on the agreed private sale price?
