My neighbour has 2 dogs that are kept locked in a cage in the garage (it has front and back garage doors) and are in there all day. They are never let out apart from a brief release into the garden in the evening. But they also howl day and night, waking me up and sounding quite unhappy. I put a note through their door asking to address this and nothing has changed. Any ideas? As a dog owner it’s horrible to hear and see people not care.
