This is a… milk(y) soup:

…a traditional dish of Central and Eastern European cuisine. It is usually eaten with bread or groat (etc.), but nowadays often with white rice (I know only this form personally). Most often eaten with sugar, although I heard that some people prefer it salted.
It is somewhat similar to a more "thick" Oatmeal sopup/porridge. The Germans also have something like that but made with sour milk/buttermilk.
Do other regions of Europe have something similar? 😀
