If you are in your 20s and it should be a budget trip then Iberian countries, Italy, Greece. In general the Southern Europe is good pricewise + all countries are great. Central Europe – Czechia, Poland, Slovenia is already quite expensive. Then Balkan countries for sure.
But it is very general question. You did not say what you want to do or see. Basically any country in Europe has its perks.
If you’re in your 20s, the cities I’d choose are (in no order) Berlin, London, Budapest, Barcelona
For a vacation I would choose Menorca and then take the boat over to Ibiza for the last week. Or Tenerife/La Palma, or Algarve (Lagos-Sagres/Faro-Tavira)
Western Europe and Western parts of Centreal Europe (Germany, and so on)
Czechia, Slovakia, etc. all the way from Central to Eastern Europe are not usually “tourist” destinations.
In generall all of them.
But if you’re more specific tthe number will get lower.

Europe really offers everything. Southern Europe is generally cheaper (and Eastern Europe too).
Depends what you’re into. For example Vienna is beautiful and full of culture and architecture and music etc but isn’t amazing for partying.
