Which country does Scandinavia have more of an affinity with — the UK or Germany? What about the other way around?

Germany is Germanic. Scandinavia is North Germanic. England/Scotland is West Germanic. UK and Scandinavia are Northern Europe. What does language do to make these cultural relationships? What other cultural relationships/similarities/differences are there?
