I'm not talking about graffiti artists who are drawing nicely and with a permit.
I'm talking about a random person with a spray can who is scribbling nonsense on the public property or walls of apartment buildings.
It can be words like nicknames or some messages or doodles of unrecognizable characters.
I had a friend visiting Croatia and he asked me why is there so much ugly spray paint drawings on the buildings, I didn't know what to say because I got used to it and don't even notice it.
He said in his country they don't have that problem.
So how to fix this issue?
